Minutes

  1. Participants:
    • Sumith, Xiaohui, Tsering, Rahman, Joan, Ravindra, Aadit
  2. APNG Chair
    • Sumith announced the stepping down of Prof. Okhwa Lee from the position of APNG Chair.
    • Tommy-san will form an Executive Committee to fill this vacancy that will support and help to run the activities of APNG until the next camp when a new Chair will be appointed.
       
  3. Fellowships
    • Partial fellowships
      1. Committee confirmed on the decision make in the last meeting to start new schema on partial fellowships in addition to the usual full fellowships given out.
      2. Partial fellowship = Full fellowship – 50% of the airfare.
      3. Fellowship announcement should clearly state the fellowship for applicant outside China will cover full or partial airfare. [We will keep it open in this way for keeping committee the freedom of making decisions later (at the stage of fellowship selection)].
      4. Committee discussed to offer full fellowships to the full time students, while partial fellowships offer to the applicants from industry (employed applicants).
    • Local (Chinese) Fellowship
      1. Committee confirmed the decision of offering special “Local Fellowship” to the Chinese applicants.
      2. Local fellowship = (Full fellowship – Airfare) + Train fare
      3. Fellowship announcement should clearly state the fellowship for Local (Chinese) applicants will cover the train fare (not airfare).
      4. If Local fellows uses any other mode of transport following rules will apply:
        1. Train fare will be refunded.
        2. If they use any other mode of transportation acceptable train fare will be given.
        3. Taxi fee from final train/bus station to the hotel will be refunded.
        4. Under any circumstance APNG will not refund traveling expenses more than X (Chinese currency).
        5. X (Chinese currency) ~= USD 40 (Xiaohui will confirm on it)
        6. Xiaohui will find train fare in China from relevant parts of China when fellows are selected.
        7. Above point 1 to 6 will not include in initial fellowship announcement. It will report to the selected fellows after the selection is completed.
    • Aadit is expected to alter the Fellowship announcement according to above comments and send to the committee before Friday, 10th November.
    • Abdur raised the issue about fellowships for the committee members. Committee decided to take the matter up on next committee meeting.
       
  4. CFP for Internet Technology
    • Committee noted that CFP for “Internet Technology” & “E-learning & Live E!” WG are still missing.
    • Tsering will draft a CFP based on the last year CFP and send it to the committee for comments by Tuesday.
    • Committee is expected to comment on Tsering proposals by Friday, 10th November.
       
  5. Fellowship announcement/processing timeline:
    • Fellowship announcement: 13th Nov, 2006
    • Application closing date: 25th Jan, 2007
    • Completion of evaluation: 28th Feb, 2007
    • Final selection announcement: 3rd Mar, 2007
       
  6. Sponsorships
    • Action plan
      1. Finalize all the documents to send to Potential sponsors (Already done).
      2. Find the potential sponsors in addition to Tommy-son’s proposals (Already done but open for any more proposals yet).
      3. Identify the best person to send request letter to the sponsors (In most cases that will be Tommy if he has spare time).
      4. Ask primary contact person (in many cases Tommy-son) to introduce a person to follow-up the matter with the sponsor (most probably following up will be done by Tsering or another committee member assigned).
      5. The person following up may request support from original contacted person (Tommy in many cases) in the places need assistance.
      6. Above timeline is subjected to change according to Tommy-son’s availability.
    • Timeline
      1. 13th Nov, 2006: Find the potential sponsors in addition to Tommy-son’s proposals (Already done but open for any more proposals yet).
      2. 13th Nov, 2006: Identify the best person to send request letter to the sponsors (In most cases that will be Tommy if he has spare time).
      3. 20th Nov, 2006: Ask primary contact person (in many cases Tommy-son) to introduce a person to follow-up the matter with the sponsor (most probably following up will be done by Tsering or another committee member assigned).
      4. 28th Feb, 2006: Get the confirmation from the sponsors (the final confirmation after all negotiations about benefits and all)
      5. All the assigned coordinators are expected to update the committee on the status of the sponsorship at every committee meeting.

  7. Regarding the person submitted video clip for the ITU Telecom Exhibition Competition
    • The committee felt the submitted video clip did not match the requirements of the competition.
    • It therefore decided to announce a fresh call of competition and the candidates who submitted entries for the DLT competition would be reconsidered to new competition provided they meet the expected criteria.
